The establishment of an EC Commission Office in Hong Kong.

Recommendation

I recommend that:

we encourage the Hong Kong Government to try to conclude negotiations with the Commission on the privileges and immunities of the planned Commission Office in Hong Kong;

we urge both sides to look for imaginative solutions, including local administrative measures. But we should not argue for new legislation in Hong Kong. And we should discourage the Commission from pressing for immunities not available to consular officials in Hong Kong.

The location of Commission Offices overseas is their own decision. Council approval is not required, although member states can and do lobby on behalf of their preferred sites. UK has been pressing the Commission to open an office in Hong
