Problem

The establishment of an EC Commission Office in Hong Kong.

Recommendation

I recommend that:

we urge the Hong Kong Government to send a delegation to Brussels this month to try to conclude negotiations with the Commission on the privileges and immunities of the planned Commission Office in Hong Kong;

we should not suggest that the importance of this issue justifies legislation in Hong Kong;

we should encourage both sides to look for imaginative solutions, including local administration measures. The Commission should be discouraged from arguing for immunities which are not available to foreign consular officials in

Hong Kong.
