Williamson agrees that we must aim for a solution this month before the Governor's visit. So I am content to let them try to make progress directly with DGI. But I am not hopeful that they will succeed. So I think we should keep in reserve the possibility of ourselves playing an honest broker role by convening a London meeting at a later stage. Meanwhile, there is no immediate action for FCO.
