It was nice to have met you in Hong Kong. at our meeting on 22 December, I am writing to set out my Government's thinking on

on the legal framework needed for the grant of privileges and immunities to a proposed Office of the European Communities (EC Office) in Hong Kong, which was discussed with you during our meeting.

2.

May I first begin by reiterating that, while my Government is able to grant privileges and immunities to the EC Office up to 30 June 1997, we are in no position to guarantee that the Office will continue to enjoy those privileges and immunities from 1 July 1997 when the PRC resumes the exercise of sovereignty over Hong Kong. We would only be in a position to so after having secured the agreement of the Chinese Government.
