We do not think that Russian demands will be excessive. is highly unlikely that the Russians will send an extravagantly Large mission to Hong Kong because of present financial constraints. This was borne out by Vassiliev's comment to Ricketts, HKD (T/L Ricketts to Erhman of 27 January) that the Russians were daunted by the cost of renting accommodation for their proposed Consulate in Hong Kong.

2. We shall monitor the situation closely. Initial visa applications will be scrutinised and you will be informed of any potential security problems. If the staffing level is in the event excessive in relation to legitimate needs we shall certainly view requests for additions strictly.
