HONG KONG: FUTURE CONSULATE GENERAL STEERING COMMITTEE

1. You have kindly agreed to chair a meeting of the Steering Committee at 11.30 on Wednesday 6 January in the India Office

Council Chamber.

There are four main items of business for the Agenda:

(i)

Private Treaty Grant, Special Condition 14

(ii)

Presentation of Quantity Surveyors' estimates for the future Consulate General Building

3.

(iii) Sitrep on the architects' design

(iv) Any other business

Private Treaty Grant HKD will make an oral presentation. In brief we are unhappy with the provisions of SC 14, in particular the form of compensation, which would be applied should the future SAR exercise its powers (which we do not dispute per se) to expropriate the PTG site. Mr Ricketts has submitted to you separately recommendations for the consideration of the Steering Committee. We would be grateful if this item could be taken first to allow our Legal Adviser, Miss Brooks, to attend for this item.
