Difficulties still surround the British Council's occupation of the new building. Treasury insist the Council pay a rent for the use of the building. The Council have made it clear they do not have the funds to make such payments in addition to running costs. The FCO intend taking this matter up with the Treasury on the grounds that the British Council should not be penalised for their readiness to implement Ministers' decisions on the collocation of the British presence in Hong Kong post 1997.

11. Hong Kong Immigration Department have produced a very comprehensive document detailing their proposals for the transfer of nationality, immigration and consular responsibility from Hong Kong Government to the Consulate-General. This document provides a good foundation for the smooth transfer of responsibilities. The relevant departments in the FCO have received copies and will, no doubt, be responding in due course.
