1. You have kindly agreed to chair this meeting which will

take place in the India Office Council Chamber. A list of

members expected to attend and an agenda are attached.

2. The main business of the meeting will be to consider

whether construction of the new Consulate General building in

Hong Kong should go ahead on the basis of current plans. HKD

have prepared a draft submission, in consultation with OED,

RFD and NTCD, which you may wish to ask the Committee to

endorse. You may wish to note that the MRS Report has been circulated in draft and that the MRS are now digesting

comments (you have offered to chair a separate meeting between

MRS and other departments to discuss any of the points in the report that remain unresolved).

3. Other business relates to:-

British Council Questions from the Treasury about the basis

of the original joint PES bid. The Treasury have written to

RFD (Mr Marr's letter of 24 June to Mr Wootton) asking about

the basis on which the British Council is to be included in

the building, and asking for an explanation of "how the

British Council will pay for its accommodation in the new building and the effect on its grants in aid from the FCO and

ODA".
