MESSAGE: You asked for a line to take on whether we would need Chinese approval for staffing of the Consulate General. You will not be surprised to learn that there is no eagerness here to be drawn into this sort of speculation! I attach our suggested line to take.
I also attach a line to take that we have prepared for Mr Goodlad's LegCo session on the British role after 1997. That might come in handy too (I mentioned to Russ that I would send it).
John Morris will brief you Michael Sze's (disappointing) response on the Consulate General/British Chamber of Commerce. We haven't got any further on the British Council complications as both OED and BC reps have been overseas, but we shall be working to square things with the Treasury ASAP.
Hope all goes well with this and the various other Ministerial visits you have coming through over the next weeks.
