I now attach reworked speaking notes for the proposed meeting with the Treasury. My minute also of 9 November to you summarising our meeting on 8 November is relevant my minute of 8 November to Ms Lewis about the rent package for the British Council suggested by OED.
2. I would be grateful if you and copy addressees would now look at the draft speaking notes and let me have as possible, and at the latest by midday on 12 November to allow me to minute that day to Mr Hum. I have indicated where I need specific input from other Departments but any other contributions/deletions are welcome.

FOR CRD 3. I have not copied the speaking notes to the British Council, as I thought that they might provide CRD with a way in to discuss the proposal set out in my minute under reference to Ms Lewis. The British Council do need to see them and I would be grateful if CRD would pass the draft speaking notes to the British Council and solicit their comments. If the British Council cannot get back to me by midday 12 November, it would be useful at least to know whether they have any particular reservations so that I can still put them up to Mr Hum saying that the British Council are broadly content, but will feed in refinements early next week.
4. You will recall that we concluded that it would be unrealistic to expect the British Council to respond to our new rent package plan before the Treasury meeting, and that we should not mention it to the Treasury in this initial discussion. But we do need the British Council to sign up to hand over the difference between running costs at rent plus running costs in Henessey Road.
