1. Thank you for coming over to our meeting on 8 November. have had a word with Ann Lewis in CRD to alert her to our request that CRD should explore with the British Council the idea aired in our meeting that the British Council should have costs for Hong Kong pegged at £800,000 (or whatever that works out at by 1996) for an initial period, say three years, and that subsequent rent contributions might then be pegged to the
I performance of the English language teaching operation. have now followed this up with a minute copied to you and RFD.

I have just seen Mr Gunesekera's letter to you of 4 November. Both sides are now agreed on the figure of £508,000 at 1993 prices for running costs. But I note that rates and
OED will doubtless long-term maintenance are not included. have a view on this. (Will FCO cover? Will "rent" reflect it from the outset or - since we cannot squirrel away now for a
- will "rent" be increased at- point 15 years down the line some stage in the future to accommodate these costs or what? What's the position on rates?)
3. I would be grateful if you could now draw up the list of running costs which we would plan to hand over to the Treasury (mentioned in my draft speaking notes for the meeting with the Treasury and discussed during our meeting).

The timetable we looked at when we met was as follows:
(i) Ask CRD immediately to explore new approach with
British Council (minute issued on 8 November).
Speaking
(ii) Re-write notes for meeting, recirculate by 12 November, including to British Council (work now in hand).
(iii) Put Mr Hum in the picture, submitting speaking notes for working level meeting with Treasury (15/16 November).
(iv) Request meeting with Treasury (RFD to do by 17 November after steps outlined above).
