1. I attach a draft of a submission to Treasury seeking their full approval for the above project. For background information, I also attach a copy of our previous submission of 7 June and the Treasury reply of 22 July.

Paragraphs 8 to 10 of the draft concerns the financial arrangements with the British Council which was earlier raised by Treasury in separate correspondence with RFD. objectives of these paras are to keep the issue low key and to end further correspondence with Treasury on what is a relatively internal and minor dispute between FCO and BC. (Mrs Barnes Jones minute of 12 November to Mr Wootton is relevant not copied to CRD and BC).
