1. Thank you for letting me see your draft submission to Treasury seeking their full approval. I agree with the line you have taken on the British Council rent problem. However, if the Treasury find this unacceptable we will need to reach rapid agreement with the Council.

2. I have some minor comments:

(i) Paragraph 9, line 5, should include reference to Hong Kong Department's and CRD's role in the discussions with the British Council.

Perhaps you should just refer to "The FCO .....

has therefore had

(ii) the pro forma states (in para 20, 2(B)) that the previous approval was £22 358 000 but my records show £23 700 000;

(iii) para 3 of your covering letter should refer to other possible options.
