PURPOSE OF VISIT

To investigate the reported of poor serviceability of the Compact Satcom equipment installed at Government House on behalf of the Hong Kong Government, Additionally to inspect the quality of workmanship of

the installation.

To inspect the proposed new premises at the Colvin House site and assess its suitability for Satcom communications.

SUMMARY

Government House

The site chosen for the Satcom installation is not very practicable. It is particularly inaccessible and gives cause for concern if the equipment fails and needs replacing, especially after the rain. Resident TSO has agreed to conduct signal level checks from an identified alternative site to establish its viability before the system is re-engineered.

Results of tests were variable and not consistent with what is a good receive signal level (195-197). Tests were hampered by EIK coast Earth station going off-line during them. Broken audio and static noise made data transfer at times impossible. These unexplained poor results over satellite have been reported at a number of Posts and are the subject of a review by ISD.

New Consulate General Site

The view of the Indian Ocean Satellite is worse from the proposed site which is considerably further 'down the hill' than that at Government House. There are also a considerable number of high rise buildings which ring the proposed site and these also partially obscure the view towards the Pacific Ocean Satellite. With careful positioning it may just be possible to pass between two buildings, but it must be born in mind that satellite communications may be impractical from this location.
