HONG KONG CONSULATE GENERAL PROJECT:

1.

NEED TO KNOW

I have mentioned to you and to Mr Smith that HKD would find it useful to receive from time to time from OED a brief to alert us to any Consulate General developments. I do not want to burden OED by commissioning anything too time consuming, but would welcome a checklist type brief. This would have been useful eg in preparing briefing for Mr Goodlad's latest visit to Hong Kong and will enable us to keep Mr Hum up to date with progress.

The areas we want to keep in touch on are:

(i) Timing of any submissions to the Treasury eg Final Sketch plans, request for final allocation of PES funds (presumably we would have sight of this before it went).

(ii) Tender and award of main construction project (who are the contenders, any comments on the individual bids, provisional dates for each stage of the process). Comment: you are aware of Mr Needham's interest in this area.

(iii) progress at each stage of the project (not in detail, just a brief indication eg of what work is being undertaken say in each quarter).

Plus anything else that you think we should know about.

I shall be on leave until the end of the month. I would be grateful if you could send the first checklist to Mr Morris, in my absence. We could then update quarterly or as necessary.

I am minuting separately about the British Council.

On the British Chamber of Commerce, I should draw your attention to Mr Sze's response (dated 7 October) to Mr Rickett's letter to him of 7 October about our plans for accommodating the Chamber within the Consulate. (Both letters copied to OED). Mr Sze records Hong Kong's position that the inclusion would require amending the Private Treaty Grant which would be possible, but which is a step not to be lightly undertaken. Mr Ricketts will have an opportunity to discuss the matter with Mr Cornish in Hong Kong, and we will assess the way forward on Mr Rickett's return and keep you posted.
