I understand you have asked for some clarification of how the Council arrived at a figure for running costs included in the letter to HK Dept dated 8 October.
The base figure for running costs (per square foot/month) is taken from Swire Properties estimates for an adjacent speculative office development - HK$3.23 and HK$3.45 for Pacific Place 1 and 2 respectively (their 1993 budget figures). This is upgraded to $HK4.25/ft2/month to include more general typical maintenance costs such as; periodic fire, electricity and mechanical service testing and overhaul; repair of damaged or fatigued internal elements; an allowance for inflation; an allowance for replacement of minor internal elements; an allowance for management time.
General maintenance costs should be met under the above estimate. For instance day-to-day and annual costs for lift and escalator repair are included.
This is multiplied by the total floor space the Council will Occupy - on drawings currently 6142m2 or 66,142 sq ft.
For ease of comparison, at r/e of HK$11.75 to £1, the estimated base sum will therefore be £286,963.
In agreement with OED, we have added the following annual lump-sum estimates to cover the following:

£ 25,000 £145,000 £ 51,060
A grand total of £508,023 at 1993 prices which equates with your own estimate.
