As you are aware I have received a list of questions from the Treasury on the funding arrangements with the British Council on the new Consulate General.
2. I have searched the RFD files for factual information with limited success and I am grateful to others who have supplied background information. In particular I am grateful to Mrs Barnes Jones for the enclosed copy of a minute from Mr Morris to Mr Paul dated 26 June 1991.

In view of the urgency for Treasury approval I have enclosed a draft reply to Mr Marr on which I would be grateful for comments. However, if the draft causes you some difficulty, particularly in the light of the enclosed minute, it might be better if this was first discussed at the Steering Committee meeting on Friday, 2 July.
