10. We believe that the case for proceeding with the present design is conclusive. We need to get on with it quickly, since delay now will affect the completion date. The question of how exactly to handle the demand generated in peak years will need further work. The MRS Report lists a number of options for dealing with the peak load which could not be

accommodated within the building even at the size now

envisaged. These include sending some applications back to the UK for processing. But final decisions on this can be

deferred until closer to 1997, when the likely scale of the

peak demand will be clearer.
