real future for Hong Kong's talented young people. That is why we oposing programmes, to be administered by the British Council, to develop further Hong Kong's educational facilities and to encourage increased links with British higher education. It is very much in long-term British interests to build up exchanges in professional fields and to reinforce English Language teaching.

Consulate-General

19. We will need to maintain a Consulate-General in Hong Kong post 1997 commensurate with British interests there. This will incorporate the present British Trade Commission and some functions of the Political Adviser's office but will, in effect, be a new Post and require new premises.

Ministers have concluded that new purpose-built offices to house the Consulate-General, British Council and other official presence will be the most efficient option, and that this is also essential, both in the run-up to 1997 and thereafter, as a symbol of our political confidence in, and commitment to, Hong Kong's continuing prosperity and stability. The opportunity to acquire now a site from the Hong Kong Government on favourable terms means that it is also likely to be the most cost effective option.
