I attach my calculations and costing of the various passport options for eleven years from 1997-2007. The costs are based on present FINMIS saving costs.

The cost of Option A, proceeding as planned with the present building and issuing all passports in Hong Kong is the most expensive. The least expensive is Option C, with passport applications checked in Hong Kong but issued in the UK.
