HONG KONG: NEW CONSULATE GENERAL

1. I have seen Mr Bertram's minute of 31 March and Mr Hum's of

1 April. I agree that Ministers should be invited to approve a

proposal that we proceed with the project subject to two qualifications:

- the MRS review of staffing may revise the Schedule of

Requirements of the new building which may result in a reduction in space requirements and hence lower costs. It would be prudent to put down a marker to this effect in the proposals

which OED with RFD propose to put to the Treasury;
