Reference your para 5 - our and Swire's understanding is that the British Council could register as a single subject school and as such would be able to obtain exemption from the various building, fire and safety regulations. Swire are researching further including liaising with Mr Buchanan. If however it remains that an exemption is possible and the British Council decide not to apply for the available exemption, there would appear to be a case for the British Council to bear the cost implications.
5. Ref your para 7 TFC did indeed refer to partitions in the building as solid but Steve and I agree that this was in the context of suggesting options. We certainly agree with your proposals for more lightweight and flexible type partitions: Farrell are already aware of this.
6. Ref your para 8. We are proposing to have a formal presentation of plans, elevations, models and sketch interiors and this is likely to take place in the last week in May to coincide with our Minister's visit. We will keep you informed. With reference to the sketch interiors, your early input for the indicative furniture layouts is still awaited.
