The minuting below is getting increasingly complex. essence of the matter is however when and how we should seek formal Treasury approval to proceeding with a project at a total estimated cost of £29 million. We are under considerable time pressure and will need to submit plans to the Hong Kong authorities by the end of April this year in order to obtain Building Ordinance approval. however a number of uncertainties.

On the understanding that Mr Muir's conditions can be satisfied, and subject to any views that the Minister may have, I recommend that the PUS, as Accounting Officer, now give approval to proceed with the project, subject to Treasury approval.
