MR GOODLAD'S VISIT TO HONG KONG: NEW CONSULATE GENERAL

Alex Smith telephoned to say that he discussed the matter of the presentation with Mike Stowell of Farrell's the day before yesterday. The outcome of this was that Farrells saw no problem over the holding of some kind of ceremony at the Colvin House site during Mr Goodlad's visit. However a presentation by Farrells together with a detailed model of the future Consulate General would be more difficult to arrange. At the moment it was unlikely that Mr Farrell could be in Hong Kong at the same time as the Minister. Farrells could also not guarantee that the model would be ready by then. Apparently Mr Farrell wants it to be made in London under his direct supervision and this may delay it a couple of weeks. Farrells thought that it would be ready by mid-June. Mr Smith said that if we felt strongly about the presentation taking place during Mr Goodlad's visit he could go back to Farrells and press for Mr Farrell to be in Hong Kong at the same time as the Minister and for the model of the Consulate General to be finished earlier. However there was no guarantee that they would agree to this.

In conclusion Mr Smith said that Treasury had not yet been approached for funds. Ministerial approval for the project was being sought. As soon as this was received OED would ask Treasury. He thought that if Treasury approval was not obtained before Mr Goodlad's visit it would be unwise for the Minister to make any public announcement. However, OED were hoping that it would be given before then.
