absence of Mr Burchell) maintained that Farrells would like to see this change. I asked what sort of savings we might be

talking about. Hard to say

but it could amount to the same

cost as a residential unit. OED have no intention of looking

again at this at the moment. But it may well come to looking at this again if we have to make yet further savings down the

line.

5. Mr Farrell will be in Hong Kong on 12 February. If the project is not to be delayed it was stressed by Mr Burchell

that Mr Farrell must then receive instructions for the changes we decide on. Before leaving I conferred with OED and we

agreed that they would draft a telegram to send to Mr Day explaining in more detail the cost savings put forward by

Widnells. This telegram would need to make it clear that

there was hardly any room for manoeuvre and should ask him to inform his Steering Committee about the option favoured by OED. (At this point, OED had still to work out which car

parking option it would be best to go for).
