* It was my understanding at the meeting that Mr Goodlad would have seen the submission before his OED visit, but when I double-checked with Mr Smith after drafting this minute, he told me that the intention is to clear the submission but not to put it up until after the OED meeting with Mr Goodlad. I said that there was an argument for submitting before the meeting.
