In replying to Mr Sze, you may like to suggest to him that he may wish to consult his lawyers (perhaps better not to name Mr Edwards) on our revised text. That way the revised text ought to be seen by Mr Edwards, who will be supportive, rather than just by Constitutional Affairs Branch and/or Land and Works.
