We briefly discussed your minute of 21 April to Derek Savage. The PTG documents are presently awaiting return from HKG, having been signed and sealed by OED on 15 April. Once we have our original copy executed by HKG I could let you have a photocopy if this would be of help.

As regards your para 2, we think the answer is 'No'. There is, of course,

of course, a high probability that HKG would refuse a request to sublet space to the Chamber of Commerce. As we see it, provided the Chamber of Commerce is considered to be part of the approved use by HMG any formal 'lease' arrangement could be created here or kept informal in HK. This does, however, carry the risk of a dispute should the HKG/Chinese authorities become aware of the arrangement.
