(b)
the Government to act in compliance with the international legal obligation to pay prompt, adequate and effective compensation, in accordance with Special Condition No. (44) hereof.
If the Director and Grantee are unable to agree upon the sum or sums payable to the Grantee under sub-clauses (a) (i) or (ii) of
this Special Condition No. (14) within 3 months of the date of the expiry of the notice to resume, then it shall be referred for decision by three arbitrators, one to be appointed by
each party and the third by mutual agreement, as provided for in the Arbitration Ordinance (Cap. 341) and acting in accordance with the Ordinance. The third arbitrator shall act as chairman and shall be a sitting or retired judge from a Common Law jurisdiction. The parties hereby agree that the decision of the arbitrators shall be final and binding on them.

Spaces shall be provided within the lot to the satisfaction of the Director for the parking, loading and unloading of motor vehicles to meet the operational requirements of the lot.

(16) (a)
The Grantee shall have no right of ingress or egress to or from the lot for the passage of motor vehicles except between points X and Y through Z, and/or such other points as may be approved by the Director.
(b)
Notwithstanding the provision of sub-clause (a) of this Special Condition, upon development or redevelopment of the lot a temporary access for construction vehicles into the lot may be permitted in such position and subject to such conditions as may be imposed by the Director.
(17)
The Grantee shall not cut away, remove or set back any Government land adjoining the lot except with the prior written approval of the Director who may at his sole discretion give such consent on such terms and conditions as he may see fit including the granting of an additional area of Government land as an extension to the lot at such premium as he may determine.
(18)
Where consent has been given pursuant to Special Condition No. (17) hereof for any cutting away, removal or setting back of
land, or any building up or filling in or any slope treatment works of any kind whatsoever within the lot or on any Government land which is required for the purpose of in connection with the formation, levelling or development of the
lot or any part thereof or any other works required to be done by the Grantee under these Conditions, the Grantee shall)
