1. Mr Hum will chair a meeting of the Steering Committee on 6
January at 1130 in the East India Council Chamber. The main
business for the committee is to consider (and hopefully
approve for submission to Ministers) costings submitted for
the future Consulate General building by the Quantity
Surveyors. OED will present these. Additionally you have
agreed that it would be useful for the Steering Committee to
look at an outstanding problem with the terms of the Private Treaty Grant (PTG) for the Colvin House site. I have outlined the problem below. It follows that the agenda might be

Negotiations between the BTC and the Hong Kong Buildings and Land Administration over the PTG have gone on for over a
year. Many differences have been reconciled but there remains
