I have asked Ms Barnes Jones to put round a short agenda minute to all those who will be attending the Steering Committee meeting on 6 January identifying two issues for discussion:

The cost estimates for the building on the basis of the Quantity Surveyor's report (OED could be asked to speak on this item); and

The state of our discussions with the Hong Kong Government on the Private Treaty Grant (Mr J Morris could be asked to describe the position orally to the meeting).

You might wish to see in advance of the meeting the attached papers assessing the state of play on the PTG. not propose to distribute these to all members of the Committee. They are only of interest to a small number of participants. My own view is that we have not yet secured enough from the Hong Kong Government: we should, as Mr Morris proposes, take this up with Constitutional Affairs Branch and, if necessary, the Governor - but before we do so we should put a submission to Mr Goodlad to secure ministerial agreement to such an approach.

If you agree, you might aim for that as the conclusion from the meeting on 6 January.

We would then prepare a submission.
