1. I refer to the draft submission to Mr Goodlad as annotated by
Miss Brooks.

Para 1: OED must be guided by others as to whether HKG's right to expropriate the land is open to dispute. Nevertheless we fear that such a right spelled out in an individual Grant is more "accessible" to the Grantor than anything available under a general ordnance or international agreement. Further, if the right is to stand, we believe it should affect the whole site and not part only. If the Grantor requires a part only for normal public purposes that should be capable of negotiation or, in absence of agreement, the subject of special enabling powers.
