BRITISH CONSULATE GENERAL IN HONG KONG: PRIVATE TREATY GRANT
Problem
1. How to respond to the proposals which the Constitutional Affairs Branch have put forward in response to our concerns about the terms of the Private Treaty Grant (PTG) under which we will be granted the Colvin House site.
Recommendation
2. I recommend that I should write accepting the conditions offered by Mr Sze, Secretary for Constitutional Affairs, but subject to two changes, which we believe should cause Hong Kong no difficulty.

Background to the differences between ourselves and the Hong Kong Government (HKG) over the terms of the PTG is set out in my earlier submission of 8 January. Our main point of difficulty with Hong Kong's draft was the terms of
compensation in the event of expropriation of the site. As agreed, we enlisted the help of Michael Sze, the Secretary for
