I told you when I wrote on 13 January that Ministers had agreed that we should seek better conditions in the event of expropriation than Hong Kong Government had so far offered. attach for your background information a copy of the submission which we put up on this subject. We shall be sending a copy of the letter which Peter Ricketts plans to send to Michael Sze.

We have now digested the comments made by Johnson, Stokes and Master on our revised version of Special Condition 14. have the following comments on their letter to you of 27 January: On their (1) they have correctly understood our intentions. On their (2) we do not wish to remove the word "equivalent". As we see it, this refers to the quality of eg facilities. (However we would not die in a ditch over this). On their (3) we accept that this sentence is not quite right yet. We have preferred to correct it by inserting "who shall be" after "independent chartered surveyor", deleting "tro" and adding a comma after "Institute of Chartered Surveyors" at the top of the second page (last sentence Special Condition 14B). This change will be reflected in the draft which Peter Ricketts sends to Michael Sze.
