Saniman has nothing to fear post-1997. All possible arguments were exhausted in the Osman proceedings, which included ten separate applications for habeas corpus to the English courts and three applications to the European Commission of Human Rights, all of which were rejected.

Osman litigation was unprecedented abuse of our extradition

procedures. Described by several courts as an abuse of

process and a war of attrition against the Hong Kong

Government, in the course of which various unfounded

allegations made. Hope that none of the mud thrown has stuck.

Realise that case before the Conseil d'Etat is unusual but

advised it was the only option for appeal.

Would consider settlement of case if satisfactory solution

could be identified.
