EXTRADITION TO HONG KONG FROM FRANCE OF SANIMAN

As agreed yesterday, I have prepared a note of the meeting between the Solicitor General and the Minister of Justice. It is longer than usual but intended to provide a clear picture for those interested but not present at the meeting of the manner in which our case was presented and the stance adopted by the Minister of Justice. I regard it as a draft at this stage and open to amendment in the light of any comments from Paris or Hong Kong.

The Solicitor General subsequently discussed with the Ambassador, yourself, John Wood and the French lawyers the steps now needed. It was agreed that two notes would be prepared: the first would take the form of advice from French lawyers to HMG about the amenability of issues before the Conseil d'Etat to reconsidera- tion by the relevant Department in advance of judgment emphasis-

The Ambassador emphasised the importance that the French text of these documents be prepared by our side lest any point be lost or diluted through translation from the English within the Ministry of Justice. It was agreed that the documents would be sent to the Minister of Justice under cover of a short letter from the Solicitor General.

Finally, I take this opportunity of thanking you for your care and assistance both to the handling of the case and the arrange- ments for the Solicitor General and myself.
