Please find herewith the English translation of your legal opinion plus the French and English texts of the note on the judicial system of Hong Kong.

May I stress that my colleagues in Hong Kong have forwarded to me the express instructions of the Hong Kong Government (the DPP) that the Hong Kong Government should approve expressly the contents of the two notes before these are sent to the French Minister of Justice?

This is, I gather, for the British Embassy in Paris and the DPP in Hong Kong to discuss as between themselves.
