We are disappointed by the position taken by Senior Justice Ministry officials which has prevented a meeting of the experts.

We consider it important to have a proper dialogue over the Saniman case with the French. We do not believe it is not possible to have discussions about a case just because it is quote subjudice unquote, parties to litigation often discuss and settle cases out of court.

When speaking to French officials you should draw on the following points:-

This is an important case for Hong Kong semi colon it concerns one of the largest fraud cases ever and is a matter of wide public interest. Hong Kong have been trying to secure Dr Raise Bin Saniman's extradition since 1986.

FCO Ministers fully support Hong Kong Government's efforts to seek extradition of Saniman from France to Hong Kong.

We both share an interest in Hong Kong's stability and economic success. Public confidence in the rule of law there plays an important part.

Rejection by the French side of the quote Recours Gracieux unquote lodged in May 1992 was disappointing.

We hope that the decision not to extradite Dr Saniman can be reviewed. Proceedings to seize the Conseil d'Etat were initiated in November: the only avenue we could take to reopen the case.
