The authority of Mr Rais Bin Saniman would not have permitted him either to commit the reproached offenses which, from the point of view of the Hong Kong authorities, woulú constitute criminal offenses, nor even o prevent them; at the utmost he could have, which he diá, expresiv orally some concern in respect of the importance of the funds made available to BMFL.

Mr Kats Bin Saniman resigned from his office at BBMB by letter of 31st October 1983, after having recalled in his letter of resignation;

that he had at no tim e taken part in the definition of the credit policy followed by BMFL;

that he had expressed on several occasions to his superiors his concern as to the magnitude of the loins granted by BMFL.
