I am writing to follow up my letter of 20 November 1992 and to let you know of our continuing efforts on the Saniman case. As you will know, Sir Nicholas Lyell was not able to raise the case during his visit to Paris in November and although Sir David Gillmore was briefed and happy to raise the matter in a meeting in December, he was unable to reach that item on his agenda in the time available.

Our efforts were more successful in January when Sir John Coles raised the case with Levitte (DUS equivalent at the Quai d'Orsay). At the same time, you will no doubt be aware of correspondence between London, Paris and Hong Kong about the best way forward. It is now agreed by all that the best tactic is to hold fire until the appointment of a new French government after the elections in March and to make a strong approach thereafter.

3. We are now making preparations for that approach and will make every effort to secure the return of Dr Saniman to Hong Kong.
