I have no wish to press to a final conclusion before the Conseil d'Etat, and would much prefer it if we could find some other way of reopening the discussion between us.
For the present I gather that the Conseil d'Etat has asked for your observations on the case in response to our (put forward by our French avocat) and those of M Saniman. Although the
amendment] period in which these observations should be made runs out
very shortly, I hope there is some way in which the period could be prolonged. Meanwhile I would put together a small team of British and Hong Kong experts who would come to Paris to discuss the case. I would also be very happy to come over myself, if this would help.
