It seems fairly clear that now
(a) the Schengen Convention is not yet being implemented to the level its signatories originally hoped, whereby the land mass covered by the nine signatories would constitute one travel area and visa arrangements for those entering would be unitorm; for the moment, at least, the countries requiring visas for Hong Kong are not insisting that that requirement is followed by the other signatories or vice-versa;

Spain's action in imposing visas on BN(0)s and BDTCS from 1.10.93 was not, therefore, imposed on it directly by the Schengen Convention or its fellow-signatories although it was linked to it; Britain and Hong Kong have now decided to lobby harder on Spain alone therefore, to persuade it to reconsider this action, or at least delay implementation until proper consideration by all the Schengen Convention countries at their ministerial summit next month.
