VISA REQUIREMENTS FOR BN(0)s VISITING AUSTRIA
Thank you for your letter of 12 November about the proposal from Hong Kong that we somehow
accept the theoretical position of BNOS being returnable to Hong Kong via the United Kingdom, but
propose to the Austrians that, in practice, BNOS should be returned direct to Hong Kong.
Derek Page has also written to me on 8 November (under reference GVV345/393/1) to seek my views
on the Vienna telegram 334 of 5 November.

The Home Office position remains as set out in my letter of 17 September to Colin Mulcahy. We Раст
see no difference in real terms between accepting "theoretical" returnability to Hong Kong via the
United Kingdom and the earlier proposal to enter into an agreement with Austria to "take back"
British passport holders. A "theoretical" undertaking is an undertaking nonetheless and should not
be given unless we are prepared to honour it. I think it will come as no surprise to you that we find
the proposal made by Hong Kong unacceptable.
