It is as yet unclear, but possible that Member States could do this, but the read-across to freedom of movement etc after the entry into force of the EFC may prohibit such an option. The question of BDTCs and BNOS non-returnability to the UK would doubtless arise if member states consider the idea of leaving British Nationals off the CVL on our request.

All this is somewhat hypothetical at the moment. cannot influence EC visa policy until the correct structures outlined in Title VI are in place.
