Madrid have been over the ground with Carbajal, the (apparently notoriously unhelpful) Spanish Director General for Consular Affapirs, who produced a bureaucratic explanation for Spain's action and held out no hope of showing flexibility. The Spanish Consul-General in Hong Kong has also been bashed over the head, but does not cut much ice. We therefore believe that we should make a more political approach to the Spaniards. Your meeting would provide an excellent opportunity. Our minimum objective is to get the Spaniards not to take unilateral action on 1 October.
