HONG KONG: INCLUSION IN COMMON VISA LIST OF SCHENGEN COUNTRIES

1. We have established that Hong Kong figures on the Common Visa List (CVL) established by the 9 EC Member States

How which are signatories of the Schengen Convention (SC). best to protect visa free travel for Hong Kong BDTCs and BN (0)s visiting Europe?

Recommendation

2.

That we find out more about plans of SC countries to establish visa regimes and lobby for Hong Kong to be excluded. I submit a telegram instructing capitals of SC countries which now admit BDTCs and BN (0)s visa free. (These are Benelux, Italy, Greece and Spain). I further recommend that we ask the French (who hold the Schengen Presidency until end of the year) for a briefing on the CVL, put on record the problems its implementation would cause Hong Kong

At the (and us) and lobby them to revise the Schengen list. very least we should aim to delay implementation as long as possible in respect of Hong Kong. ECD (I) and MVD concur.
