I attach a copy of a minute from Miss Brookes in which she advises that the best way to take this forward would be to amend the 1968 Exchange of Notes (EON) on the abolition of visas.

2. I imagine that you would now wish to inform Hong Kong and ask them to discuss with the Austrian Consul-General in Hong Kong as he has no doubt been in touch with the Austrian government. Given that the Austrians and Hong Kong are happy with this course, a draft can be prepared for our Embassy in Vienna to show to the Austrians.
