not Community nationals as nationality is not defined in the Convention. We would argue that it should be given its normal meaning and not the specialised meaning of "Community national". Although the Convention is closely related to the Community Treaties and the Treaty on European Union it is a freestanding treaty. Those living in Hong Kong with a nationality other than that of the UK or another Member State will require visas. The position of persons who are dual nationals (one nationality being British and the other being the nationality of a state which is not also a Member State) is rather unclear. Such persons may be required to hold visas both before or after 1 July 1997.
