Your understanding about the agreement reached in JLG IV is correct but despite that agreement, there will still be people whose Certificates of Identity expire in the early months of the HKSAR's establishment. Our proposals will prevent difficulties for them too.
I suppose we could mention all this generally to Howard Young if we had to, but it might be safer to leave it until we had put it to the Chinese side or at least got through ExCo. Mr Hum's holding answer was fine, therefore, and we will simply await any direct approach by Howard Young to us which is more appropriate, unless you fell obliged to do more.
