4. It was agreed at Maastricht in December 1991 that the

above EC common list of visa national countries should pass

to Community competence with the coming into force of the Treaty on European Union. Changes to the list will only be possible by unanimous voting until 1.1.96 when thereafter

Qualified Majority Voting will apply.
